camshaft lift mystery

I was bored last sunday so I decided to pull the cams out and measure the tomato stakes to see what is the lift difference between the standard 00 cam and the fabled 10548 ( we'll call 01 ) cam
the list lift on these cams are as follows
00 @ 9.6mm lift  actual measured 9.1mm
01 @ 10.1mm lift actual measured 9.6mm
WHY?if then take the 0.4 mm shim space out
we then get
00@8.7mm lift and 01 @ 9.2mm getting worse
can anyone explain
i understand cams can be re ground but I then tested 5 camshafts all with similiar results

thanks for that I had my base at 27.73
could not get the verniers any lower
but if i work on their 27.25
amazingly it works out at 9.6 and 10.1 mathematically
ill recheck my base but i am sceptical i tried a dozen times
can not get  it lower than 27.5 which is what a standard cam should be
i believe still doesnt quite add up but acceptable

to add to this mystery that gives 3 different readings for the same cam
i have found 2 different tables stating the overlap and timing of the 10548 cam
setup @ 99.5 dg, stock @ 102 deg, then another blog states 104 deg  and then someone suggested 108 deg
can anyone shed light on the best setup for the inlet cam
and dare I ask the exhaust or is that pushing it
