Rust in front gaurd! Help

Hi there, after being the son of an AROCA member I thought it would be about time for me to get into the game. My dad owned two Alfa's, one was a Green Giulia Super, REGO 'GIULIA' and the other a GTV 1750. Both of which are sold now. I've come across a 33 that i'll be buying but need a couple of pointers. I used to live in Sydney and I remember dad would get all Alfa repairs and services done with Rob Panetta. Unfortunatley I live in Canberra now and was wondering if a) someone could recommend a mech who would replace the clutch and b) someone who can fix a small 'tear' in the vertical thin metal beside the front left wheel. It's underneath the plastic lining in the arch, don't ask how it got that, I have no idea, i was told it was wear and tear. Any help would be greatly appreciated. Thanks for the help in advance and look forward to meeting a few other keen members.
