seatbelt query

Hi I'm in the process off registering my 9/78 USA, California spider, and found out that it's got to have a lo1 plate [private import plate]
Now the problem is the seatbelts have got to be replaced. Not a real problem, except they're bolted to some 50mm angle iron welded to the rollbar and floorpan! I've looked and can't find anywhere where the retractor mech was bolted. I have the webguide bolted to the seat top though. Seats have been replaced, they're black, while rest of car trim is tan. Maybe there series 3 seats. Surely the yanks aren't that far behind the times to use only lap belts in 78!! Anyone know what the original mounts are/were?
