Going bumperless! Roadworthy certificate

Hi All,
I acquired my vehicle bumper-less.... as in that the previous owner did a fine job restoring the body work (all nicely pieced-in and treated) and he even went the extra mile and smoothed out the bumper connection points.
I prefer the car this way and would like to register without defacing and mounting the bumpers.

Has anyone gone through this with their relevant transport authority? 
I am in Queensland.  I put in some initial enquiries, eventually I was elevated to Vehicle Standards.  The line was bad and the operator I spoke to just said he could not go through all the standards for me on the bad line put pointed me to ADR 42 and said I would find that it says that the bumpers must be fitted.   He told me that the vehicle standards are a federal code so all transport authorities regardless of state should abide by them. 
Reading http://www.comlaw.gov.au/Details/F2006L03251 I find that this is only applicable to passenger vehicles manufactured after 1 July 1988... also no reference to the need for a front bumper???
I will call them again on Monday and hopefully get someone more helpful.

Any experience on this would be appreciated.

Keep it on the low down but if you are registering it for yourself i can look over a few things for alfa 105 drivers when issuing roadworthys. give me a call if you would like me to look at.

p.s. i have a giulia sedan that has never had bumpers since i restored it and i drive it all the time in brisbane.
