An acquaintance was recently telling me about management of rogue parkers in an Asian country (can't remember which, possibly Thailand). Standard practice in this area was to carefully and promptly shift the cars with go-jacks, to the nearest designated parking area where they were able to be driven away by owners without penalty or further hassle. The basic precept was to reinforce the idea of mutual respect.
